About the Tribunal
The Transport Licensing Appeals Tribunal is an appellate body constituted under Cap 404 of the Laws of Kenya. The Tribunal is composed of a Chairman and four (4) members. The Chairman is appointed by the President of the Republic of Kenya while the members are appointed by the Minister for Transport, with the Registrar being the Tribunal Secretary. The current Tribunal was inaugurated by the Hon Chirau Ali Mwakwere, Minister for Transport on 27th February, 2007.

Mission
To deliberate on all appeal cases with impartiality in order to exercise justice and fairness in issuance / cancellation of Transport Operational Licences.

Mandate
The Tribunal derives its mandate from section 19 (1) of Cap 404 of the Laws of Kenya which is to listen to appeals and deliberate on them. Its decision on appeal may include, affirming or reversing any decision of TLB, or making such orders that may appear to the Tribunal to be necessary and just or summarily rejection if the grounds of appeal are considered to be frivolous or vexatious or do not disclose sufficient reason for interfering with the decision of TLB.
How to Lodge an Appeal
- Appeal shall be set out in form of a memorandum signed by the appellant or by his advocate, if any, and shall be presented, together with six (6) copies to the Registrar of the Tribunal within twenty one (21) days from the date of notification of the decision of TLB.
- The appellant or his advocate shall give notice of every appeal, if any, to the Registrar within ten (10) days from the date of notification of decision of TLB.
- The appellant after presenting his appeal to the Registrar, shall serve upon every other party enjoined in the appeal, either personally or by registered post, a copy of the memorandum of appeal.
- The appeal shall be accompanied by a cash deposit of Ksh 200 only.
- The Tribunal shall fix a hearing date which can either be heard in person or by appellants advocate and the decision arrived at by the Tribunal shall be final and conclusive.
Its decission on appeal may include,affirming or reversing any decision of TLB,or making such orders that may appear to the Tribunal to be necessary and just or Summarily rejection if the grounds of appeal are considered to be frivolous or vaxatious or do not disclose sufficient reason for interfering with the decision of TLB
Offices
The Chairman of the Tribunal is housed on the second (2) floor room 226 / 227while the Registrar is in room 06 / 6 Upper Ground floor Ministry of Transport offices Transcom House.
Activities
The Tribunal has embarked on a sensitisation and publicity campaign exercises around the country. So far the Tribunal has been to the Nairobi and Rift Valley Provinces where they met the respective Provincial Commissioners and stake holders. The exercise which was disrupted by the post election violence has resumed and soon the Tribunal will be visiting Central, Eastern and Coast Provinces
