Core functions
The Ministry of Transport is therefore responsible for the various core functions as detailed below:
Policy formulation
In order to ensure there are standard guidelines and policy direction in the service delivery and operations in the sector, the Ministry is in charge of developing/reviewing and overseeing enforcement of policies in the transport sectors.
Development of regulatory framework
The Ministry ensures development of regulatory framework, which is enforced through various regulatory bodies.
The Transport Licensing Board (TLB), established by an Act of Parliament (Cap 404) ensures harmony in the provision of road transport services. The Ministry has re-instituted efforts to ensure that this is respected by transport operators.
The Kenya Civil Aviation Authority (KCAA) performs the role of air industry regulator in the aviation industry.
The Kenya Maritime Authority was recently established to regulate the maritime affairs in the country. This Authority will oversee the enforcement of the maritime and shipping laws.
